Vietnam currently have more than 35 million social network users (37% of the total population) with an average daily usage of 2 hours 18 minutes. This number is higher than the global average rate of 31% *. Besides positive aspects, social network also creates shortcomings for users who are individuals, corporates and organizations. “Illegal Hate Speech” is increasingly popular, becoming an urgent matter now in Vietnam.
Therefore, the Vietnam Program for Internet & Society, USSH - VNU is coordinating with the Authority of Broadcasting and Electronic Information, Ministry of Information and Communications to organize a Symposium: “Illegal Hate Speech and Solutions Towards a Safe and Sustainable Social Network Environment in Vietnam".
This Symposium is an opened forum for both international and Vietnamese scientific researchers, academics, policy makers, IT experts and social network platform providers to discuss possible solutions toward building a safe and fair social network environment for Vietnamese users with the following main objectives:
• Clarify and create a consensus between state management authorities, scientific researchers, corporations and society on negative impacts of " Illegal Hate speech" for society.
• Look toward to proposing, building and deploying a "Code of Conduct for social networks in Vietnam" based on VPIS’s initiatives.
The Symposium will focus on two following parts:
PART 1: ILLEGAL HATE SPEECH – WHAT VIETNAMESE SOCIETY FACE WITH?
This discussion panel will clarify the following issues through presentations and discussions:
- Illegal hate speech - a global perspective
- Definition of “Illegal hate speech” and relevant legal basis
- The issues that Vietnamese society face with illegal hate speech
- The impact on individuals
- The impact on businesses and organizations
- Ensure the right of safe and fair protection for social network users in parallel to ensure the freedom of speech on the Internet.
PART 2: SOLUTIONS TOWARDS A SAFE AND SUSTAINABLE SOCIAL NETWORK ENVIRONMENT
- The experience of the EU regarding case studies of illegal hate speech on social network
- The legal basis and the current regulations of Vietnam
- Code of conduct for social network in Vietnam
- The feasible and sustainable solutions
- Roadmap deployment
